CONCERNING
APPOINTMENT OF BATAM AND TANJUNG PRIOK SEAPORT JAKARTA AS PILOTING NATIONAL SINGLE WINDOWS LOCATIONS

THE MINISTER OF FINANCE,

Considering:

• a. that persuade to decree of the Coordinante Minister for Economy No. KEP-22/M/EKON/03/2006 on the team for preparation of national single window, the Minister of Finance has been stipulated as the chairman of the team for preparation of national single window;
• b. that in accordance with decision of plenary meeting of the task force team for preparation of national single window in Jakarta on March 15, attended by the Minister of Finance, Minister of Trade and Minister of Transportation, Batam and Tanjung Priok has been stipulated as locations of pilot project of national single window with the target of completion being late December 2006 for Tanjung Priok seaport Jakarta;
• c. that based on the consideration as described in a and b above, it is necessary to stipulate a decree of the Minister of Finance on appointment of Batam and Tanjung priok seaport Jakarta as piloting national single window locations;

In view of:

• 1. Law No. 10/1995 on customs (statute book of 1995 No. 75, supplement to statute book No. 3612) as has already been amended by Law No. 17/2006 concerning the amendment to Law No. 10/1995 on customs (statute book of 2006 No. 93)
• 2. No. 17/2003 on State Finance (statute book of 2003 No. 47, supplement to statute book No. 4286);
• 3. Law No. 1/2004 on State Treasury (Statute book of 2004 No. 5, supplement to Statute book No. 4355);
• 4. Presidential decree No. 42/2002 on technical guidelines on realization of the state budget of revenue and expenditure (Statute book of 2002 No. 73, Supplement to Statute book No. 4214) as has already been amended by Presidential decree No. 72/2004 (Statute book of 2004 No. 92, supplement to Statute book No. 4418);
• 5. Presidential decree No. 54/2002 on the coordinating team for encouraging the traffic of exported and imported goods, as has already been amended several times and the latest by presidential decree No. 24/2005;
• 6. Decree of the Coordinating Minister for Economy No. KEP-22/M-EKON/03/2006 on the team for preparation of national single window;

Observing:

• 1. Presidential instruction No. 4/2004 on policy making in state ministries and non-ministerial government institutions;
• 2. Presidential instruction No. 3/2006 on investment climate policy package;

HAS DECIDED:

To stipulate:

THE DECREE OF THE MINISTER OF FINANCE ON APPOINTMENT OF BATAM AND TANJUNG PRIOK SEAPORT JAKARTA AS PILOTING NATIONAL SINGLE WINDOWS LOCATIONS

First:

To appoint Batam and Tanjung Priok seaport Jakarta as piloting national single windows location with the target of completion as follows;

• a. late December 2006, in the case of Batam; and
• b. late June 2007, in the case of Tanjung Priok seaport, Jakarta.

Second:

To apply trial rune of electronic system integration to customs clearance and port clearance processes for several kinds of exported or imported goods on the basis of the classification system of goods (HS).

Third:

In the framework of the piloting, information technology facilities and infrastructure currently used by the directorate general of customs and excise shall be used.

Fourth:

All costs needed for implementing the piloting shall be borne by the state budget of revenue and expenditure.

Fifth:

The decree shall come into force as from the date of stipulation.
